Errors in Beale Cipher No.2
I have not paid much attention to the famous cryptogram known as the Beal Ciphers (No.1 - No.3). The Beal Ciphers No.1 and No.3 have resisted attempts by many codebreakers in the world and there are many who consider them as a hoax. I will focus on the already solved No.2 herein.
The Beale Ciphers Nos.1-3, attributed to 1822, were first published by J. B. Ward in a pamphlet, 'The Beale Papers, containing authentic statements regarding the treasure buried in 1819 and 1821 near Bufords, in Bedford County, Virginia, and which has never been recovered' (1885) (Wikisource).
The decryption of the Beal Cipher No.2 was presented by Ward, who used the Declaration of Independence as a key. It is a book cipher of the type in which each word of the key text is numbered sequentially and each number in the ciphertext represents the first letter of the word corresponding to that number in the key text. In the text of the Declaration of Independence printed in the pamphlet, the numbers for every tenth word up to 810 (as well as 1-10 and 811-816) are explicitly given.
I read in Benedek Láng, 'A Typology of Pseudo-Cryptology' (HistoCrypt 2025) that several cryptographers tried to replicate Ward's decryption of the Beale Cipher No.2 by using the text of the Declaration of Independence and found it was not straightforward because of difference in editions and numerous errors in the ciphers, meaning that Ward not only used the same version of the Declaration of Independence as used in enciphering but also reproduced the so many errors in exactly the same way, though he made no mention of such corrections in the pamphlet. Láng wonders, "Could it be because the encoder and decoder were one and the same -- Ward himself?"
A doubt on authenticity of the Beale Ciphers based on the published decryption of the Beale Cipher No.2 was long discussed, as addressed in Carl Hammer (1970), "Signature Simulation and Certain cryptographic Codes" (NSA DOCID: 656733): "It has been alleged that the "known solution" to Cypher Number Two: 115, 73, 24, 818, 37, 52, 49, ... ("I have deposited in the County of Bedford about four miles from Buford's in an excavation or vault ...") with the aid of an unsanitized version of the Declaration of Independence was merely a superb, imaginative and grandiose hoax perpetrated ages ago for whatever reasons." So I looked at the solution of the Beale Cipher No.2 myself.
(1) There are obvious errors in the numbering of words in the pamphlet. Specifically,
-- there are 11 words from 240 to 249. Probably, "a" in "a design" was omitted in the counting.
-- "480" is marked twice. That is, there are 20 words assigned 480 to 489. From 485=b, 486=e required by the decryption, we may assume the ten words "He has refused, for a long time after such dissolutions" were omitted in the counting (or in the edition used for encryption).
-- there are 11 words from 630 to 639. (The numbers 630-639 are not used in the ciphertext.)
-- there are 11 words from 670 to 679. (The numbers 670-679 are not used in the ciphertext.)
Moreover, the pamphlet numbers the word "self-evident" as two words (78, 79). Although this may not count as an error, counting this as one word would have garbled the decryption.
(2) The Declaration of Independence does not include words beginning with X, Y, or Z. So these letters had to be provided for in a special way. Y is represented by 811 (fundamentally) X is represented by 1005 ("have", if we count the hyphenated "fellow-citizens" as two words (919-920); NSA DOCID 656779 says X is represented by the word "sexes" in the Declaration of Independence, but its numbering seems different). Z does not occur in the plaintext.) Apart from these (and 807=valuable for V), the highest number in the ciphertext is 666.
(3) Comparing the decryption with the key with corrected numbering as above still leaves discrepancies.
- The pamphlet uses "inalienable" for the 95th word but it should be "unalienable" because the number 95 is used for U.
- At two places 84=C is incorrectly used for E (consistEd, thE exact).
- At one place 20=R is incorrectly used for T (Thousand).
- 2(i) 108(t) 220(r) 106(o) 353(n) should be "in iron".
- At one place 440=U is incorrectly used for W (with).
(4) Just for completeness' sake, the plaintext given in the pamphlet includes some textual differences from the raw decryption. See the section "Decryption vs Plaintext in the Pamphlet" below.

Was Deciphering of Beale Cipher No.2 Possible?
Although there are numerous errors in the numbering of the words used in the Beale Cipher No.2, low numbers are not affected. In the worst case, in which the decipherer counts "self-evident" as one word, shifting all numbers from 79, was it possible for the codebreaker to correct those errors to obtain the plaintext?
Assuming that the codebreaker picked up the particular book cipher type and the used text of the Declaration of Independence had no additional differences that affect counting, the beginning part, which is most probably relied on by codebreakers with paper and pencil, is as follows. (For the numbers from 79, the correct reading is kept (except that we assumed the special treatment for X and Y was not known) but is marked in red.)

The decipherer could have been assured that he was on the right track when he saw the word fragment "depos*ted". Then, a shrewd observer could have guessed the correct reading of the beginning "I have deposited". From this, it would not be difficult to guess there was a shift of 1 for the first number 115, which correction would have been confirmed by "140(i) 47(n)" following "deposited". Through such reasoning, the errors in the numbering could have been corrected.
Thus, even with the numerous errors, deciphering could have been possible, but it seems unnatural that Ward does not mention such heavy correction required to achieve the decryption.
